In this deliverable we first establish the relationships between hazards, impacts, exposure (vulnerable elements) and vulnerability. Next we specify a catalogue of vulnerable elements with their attributes to be considered. An analysis of the relationship between several hazards and the vulnerable elements proposed is also performed. Finally, a brief description of the technical characteristics of the database that will contain the vulnerable elements catalogue is also provided.
