Políticas locales de seguridad ciudadana en Europa: el caso de Barcelona

Se argumenta que en la Europa del último cuarto del siglo XX se vivió un cambio en torno al control social de la violencia, debido al surgimiento de la Unión Europea y a la expansión del crimen organizado. Los Estados europeos son desbordados por el crecimiento de una violencia que recurre a las nuevas tecnologías y se afianza con la fuerza de la expansión capitalista global. La UE enfrenta el reto de combatir el crimen organizado y el terrorismo, así como los gobiernos locales deben hacerlo por la delincuencia y la inseguridad. La situación es ilustrada mediante el caso de Barcelona, donde las tensiones entre los procesos globales y locales se materializan en la llamada glocalización, en la que las competencias estatales de justicia y seguridad son transferidas a la UE mientras que las políticas de seguridad ciudadana son localizadas. Por último, se afirma que el debate actual oscila entre un «populismo punitivo» que demanda la intensificación de la represión penal y una búsqueda de nuevas formas de «gobernanza de la seguridad» basada en la justicia social. |

It is argued that in the Europe of the last quarter of the 20's century was lived a big change around the social control of the violence, due to the emergence of the European Union and the expansion of the organized crime. The European States are overflowed by the growth of a violence that resorts to the new technologies and it is Consolidated with the force of the global capitalist expansion. The UE faces the challenge to fight with the organized crime and the terrorism, as well as the local governments must fight with the delinquency and the insecurity. The situation is illustrated by the case of Barcelona, where the tensions between the global and local processes are materialized in the called «glocalization», in which the state competitions of justice and security are transferred to the UE, whereas the policies of citizen security are located. Finally, the article affirms that the present discussion oscillates between a «punitive populism» that demands the intensification of the penal repression and a search of new forms of «gobernability of the security» based on social justice. |
