Consumers' trust in the capacities and motivations of public authorities when it comes to ensuring food safety is currently declining dramatically. Because of this reality, international organizations recommend boosting the role of consumer organizations when dealing with communication of food information. However, in Spain the approval of Royal Decree 538/2015, 26 June, which regulates the preparation of studies, reports and comparative analysis on food products (BOE nº 153, de 27/06/2015) has shown that there are significant difficulties when trying to follow these recommendations because of the clash between public authorities and consumer organizations.
