Foreigners in catalan prisons. Executive report

Abstract

The increase in the number of foreigners that has occurred over the last few years led to the fact that in 2008 the General Directorate of Penitentiary Resources and Regime (DGRRP from now on) proposed to the Center for Legal Studies and Training Specializing in the need to know this population in more depth and its specific characteristics and needs. Several specific questions were part of that initial demand and were explicitly included in the research objectives that we will present below. A prominent issue from the beginning was the realization of the difficulties of social integration of foreign people imprisoned once their sentence has been served, within the framework of the complex legal context that regulates foreigners in our country. The purpose of this research is to provide a broad and global knowledge of the reality of foreigners in Catalan penitentiary centers and their future possibilities, pointing out recommendations that can help the DGRRP to intervene more effectively in this highly topical and complex issue.
