La resiliència del planejament urbanístic i territorial català al canvi climàtic: l’exemple d’Anglaterra, Gal·les, Escòcia i Irlanda del Nord

La ràpida evolució del canvi climàtic ens obliga a adaptar de forma urgent el nostre planejament urbanístic i territorial als nous riscos. L’objectiu d’aquest article és analitzar el model de planejament del Regne Unit, amb un interessant catàleg d’experiències d’adaptació dels espais en risc, per trobar mecanismes que es puguin transposar a l’ordenament català. The rapid rate of climate change has forced us to urgently adapt our urban and territorial planning to new risks. The aim of this article is to analyse the planning model of the United Kingdom against an interesting catalogue of experiences of adapting spaces at risk to find mechanisms that can be transposed into Catalan law. The analysis is based on the idiosyncrasy of the much more discretionary and flexible British urban system and examines the creative and innovative proposals developed to address climate risks in England, Wales, Scotland and Northern Ireland. These include research that highlights the need to reformulate the Catalan urban model with new operations that prevent the transformation of the most sensitive spaces, modulate the risk according to its evolution or even predict the disappearance of buildings in the areas of greater risk. The article concludes that solutions are viable in legal and economic terms but require a new generation of plans to address this great challenge
