Strategic, tactical and operational decisions in service networks: Collaborative topologies in Teleradiology

The increasing complexity of business processes forces organizations to focus on the core business and specialize on it. However, they also require the development of end-to-end processes which include secondary activities. In order to deal with that double sided requirement, dynamic collaborative relationships must be created. Processes are especially complex in the healthcare domain and quality – which includes aspects such as safety, reliability and effectiveness – of services supply should be guaranteed since the work is addressed to patients. In order to satisfy these requirements, that collaborative network must be flexible and dynamic to be able to base their establishment in the particularities of each different case. That is why it is necessary to define attributes and parameters that support the decision-making in the strategic, tactical and operational decision levels, which define the policy, the structure and the functionality of every organization or business network. This information should enable a flexible decision-making to choose the best collaborative network, to determine which topologies and what services are more suitable to the specific case and what parties can carry out the demanded subprocesses. This thesis uses teleradiology as a specific scenario in the healthcare domain to model and simulate service processes that are performed by a networked group of organizations, taking strategic, tactical and operational aspects in consideration.
