La reserva d'habitatge de protecció pública en sòl urbà consolidat: el cas de Barcelona

Un dels grans reptes de les polítiques públiques des de mitjans del segle XIX ha sigut garantir l'accés a un habitatge digne al conjunt de la població. Un problema especialment agreujat a ciutats com Barcelona on l'especulació, sumada a l'escassetat de sòl, ha acabat expulsant una part de la seva població. Les solucions per fer-hi front han sigut diverses durant els darrer segle, però tenen en les reserves d'habitatge de protecció pública un dels instruments més efectius per obtenir sòl econòmic. Una tècnica fins ara limitada al sòl objecte de transformació, fos urbanitzable o urbà no consolidat, i que ara Barcelona estén al sòl urbà consolidat. Aquest article analitza la pionera Modificació del Pla General Metropolità per l'obtenció d'habitatge de protecció pública al sòl urbà consolidat, en valora els seus principals problemes i proposa solucions per aplicar-la amb major seguretat jurídica

One of the great challenges of public policies since the mid-nineteenth century has been to guarantee access to decent housing for the whole population. A problem especially aggravated in cities like Barcelona where speculation, coupled with the shortage of land, has ended up expelling a part of its population. The solutions to face them have been several during the last century, but they have in the housing reserves of public protection one of the most effective instruments to obtain economic land. A technique hitherto limited to the soil that is the object of transformation and that now Barcelona is extended to consolidated urban areas. This article analyzes the pioneering Modification of the Metropolitan General Plan for the acquisition of public protection housing to consolidated urban areas, evaluating its main problems and proposing solutions to apply it with greater legal certainty
