Mecanismos de participación ciudadana en sede parlamentaria Pérez-Moneo, Miguel Participació ciutadana Parlaments Citizen participation Legislative bodies [spa] Ante una progresiva pérdida de confianza ciudadana en las instituciones representativas, ¿puede la introducción de mecanismos de participación ciudadana apoyados (o no) en las tecnologías de la información y de la comunicación contribuir a cerrar la brecha entre los Parlamentos y los representados? Aunque no sean la única respuesta al diagnóstico, ha de identificarse qué aportan las oportunidades - formalizadas en los reglamentos parlamentarios y derivadas de la práctica de las Asambleas legislativas - que se ofrecen al ciudadano para que tengan un mayor protagonismo en las funciones parlamentarias, principalmente en aquellas que subrayan el carácter representativo y la función expresiva de las Cámaras. Su uso efectivo por parte de ciudadanos y de los propios parlamentarios permitirán constatar si han respondido con el mismo entusiasmo que han puesto los Parlamentos a la hora de establecer dichos mecanismos. Nos tememos, no obstante, que sin una interiorización de la nueva cultura de la transparencia y de la comunicación, a la desconfianza se sumarán el cinismo y la desafección ciudadana.
