Al dia d’avui, el Palau Municipal situat a la Plaça de la Font, suporta una població d’aproximadament 200 funcionaris. L’objectiu d’aquest projecte, en el qual he participat, es que assoleixi la funcionalitat i sigui la solució a les necessitats actuals. Per una banda s’ha dut a terme l’elaboració d’un avant projecte d’una ala de l’edifici a remodelar pròximament. Treballant des de l’aixecament actual del propi edifici a estudiar (plantes, seccions i façanes), la proposta d’intervenció (enderrocs, distribució d’espais, fusteries, una nova escala i els acabats de cada ambient), tot per dur a terme les obres de reforma i adaptació de l’edifici de zones actualment alliberades per trasllats anteriors. El que es pretén és la ubicació, d’espais de treball que facin d’estri útil per a poder anar traslladant personal de diverses dependències i anar alliberant espais amb certa comoditat, arribant a una reforma total del Palau. Paral·lelament s’ha començat a treballar amb l’estudi d’un pla especial per a l’ampliació del Palau, avaluant totes les opcions i estudiant bé la normativa a tenir en compte per a poder millorar l’edifici sense afectar en el seu caràcter original i tenint en compte, que es troba situat sobre restes romanes. English: The following is the exposition of the practices done at the project office of the Council of Tarragona about the integral reform project of the City Hall of Tarragona. Nowadays, having the opportunity of doing an architecture intervention means undoing another one in the majority of cases. Nearly all the new construction involves a previous substitution. The point is to substitute carefully giving guidelines and criteria to know what is convenient to substitute or to remove and how to do both things. The City Hall occupies a considerable space inside a really important space that is the Old Part of Tarragona. This space has been reformed plenty times and treated in different occasions to be able to improve its aspect, but maybe without considering the own functionality of the building. Right now we find lots of unused space inside the own building due to some stopped work with a started project at 2007. In my opinion, due to problems between the project management and the construction company works had been paralysed in a lamentable state. Thanks to a new technical team in the project office that has taken over the work and the budget that has to be done yet, it will be possible to do a good project to reform de building, starting from almost the beginning. To be able to understand the situation on which we find the building we are studying, it is necessary to look closely on the history of the City Hall and to look closely to the actual state and the situation in which we find the actual project. Once obtained all this information, we can continue analysing the real situation and look for the most appropriate solutions to rehabilitate the building affecting as less as possible the efficiency, form and character of the building. This is the reason why as the project continues different opinions and thinks about how to realize the future works rise. Adding the short term delivery that makes all the study processes about the reform of the building accelerate.
